The Arrow Season 5 episode 11 promo for “Second Chances” expands on the final moments of Arrow Season 5 episode 10, “Who are You?” The clip shows Wild Dog, Mr. Terrific and Oliver going to recruit Tina Boland in Hub City. In true Arrow fashion, they meet on a dark rooftop where Juliana Harkavy cracks her first joke of the series. “Costume warehouse having a fire sale I didn’t know about?” Harsh.
In a second trailer, she takes her disses to another level. “If you get in my way, I’ll send the three of you back to Star City with your nuts in a sling.” Goddamn...
The beginning of the trailer also shows Felicity researching other Black Canary candidates, but it seems Oliver wants to go by “feeling.” And the fact Tina has a canary cry helps. The other candidates are:

Jessie Murray - third-degree black belt
Adele Holland - ninja vigilante
Tara Michelle - army special ops

TALIA AL GHUL TAKES OLIVER UNDER HER WING - In his quest to take down Kovar, Oliver (Stephen Amell) gets help from a surprising source - Talia al Ghul (guest star Lexa Doig). However, when she reveals what she wants from him in exchange, Oliver isn't sure he can accept her help. Felicity (Emily Bett Rickards) attempts to hack the NSA to help free Diggle (David Ramsey) but when her online efforts are flagged, she faces off against an unknown adversary. Meanwhile, Curtis (Echo Kellum) tells the team about a female vigilante, Tina Boland (guest star Juliana Harkavay), he uncovered online who has been wreaking havoc all over the country.
