League of Legends released Patch 10.3, which includes a lot of changes. For starters, it nerfed a total of 16 Champions. Then there's also the change made for the Jungle EXP and Monsters.
Jungle EXP and Monsters
During the 2019 preseason, League of Legends nerfed junglers through their EXP gain. In particular, they were gaining less than 40 EXP per minute. This resulted in some rather negative response from the community. As such, the jungle monster EXP scaling has been buffed. It's not only that, changes were also made to the Krugs to ensure that killing them is worthwhile.
Here are the changes that arrived with the new patch:
- Monster EXP Level Scaling
- Level 4: 1.025x ⇒ 1.075x
- Level 5-6: 1.1x ⇒ 1.15x
- UNIQUE - Monster Hunter
- LARGE MONSTERS EXP: 50 ⇒ 60
- FIRST LARGE MONSTER BONUS EXP: 165 ⇒ 150
- MINION GOLD PENALTY:
- 10 less gold from lane minions if more than half of your farm gold is from minions; removed on item completion ⇒ 13 less gold from lane minions if more than half of your farm gold is from minions; removed at 14 minutes.
- Krugs
- KRUG CAMP TOTAL EXP: 160 ⇒ 175
- KRUG CAMP TOTAL GOLD: 125g ⇒ 135g
- LARGE KRUG BASE EXP: 55 ⇒ 37
- MEDIUM KRUG BASE EXP: 15 ⇒ 18
- SMALL KRUG BASE EXP: 10 ⇒ 14
- LARGE KRUG BASE GOLD: 65g ⇒ 42g
- MEDIUM KRUG BASE GOLD: 10g ⇒ 13g

Nerfs
While there is indeed a lot of nerfs in the 10.3 patch, let's just take a look at a few of them. The first is Akali, who underwent changes reslting from "her presence in pro play and aim to trim power there more than for every day players." She was too flexible and not committed to a specific playstyle.
With the patch, Akali had the energy cost of her Five Point Strike increased by 20 at each rank. While Twilight Shroud increased the movement speed in shroud by 10% in each rank, it now decays two seconds after being cast. Finally, Perfect Execution has been reworked. Instead of a target direction, it now needs an enemy champion to target. The target range is 675 with the dash distance at 675-825 based on distance from enemy.
Sett is another Champion that got nerfed. So far he's been "braking some face" easily. Patch 10.3 had his Health Regen lowered to 8 from 9.25. His Haymaker had its Cooldown increased to 18/16.5/15/13.5/12 seconds with Base Damage being lowered to 90/120/150/180/210.
Leona also got nerfed and according to League of Legends developer Riot, her damage was eclipsing the HP bars of opponents too much. Eclipse damage is now 60/95/130/165/200 from 60/100/140/180/220. Zenith Damage has been lowered as well from 60/100/140/180/220 to 50/90/130/170/210.
