Every single character in the game can acquire their own unique legendary weapon that boasts the highest stats. These are relatively hard to acquire and require players to complete certain quests and gather specific materials.

The first thing you need to do to get any of the legendary weapons is to complete The Chain Warden's Workshop side quest. This will unlock the Arcane Forge and Atheneum.
Heart of the Goddess for Illaoi
The legendary weapon for Illaoi is known as the Heart of the Goddess and requires the Hextech Memento Mori, Golden Kraken Statue, and the Essence of the Serpent materials, according to IGN.

The Wind-Touched Maple Seeds can be acquired inside a chest that can be found at Windrake Isle. You need to find the four sails and hit them in order: North, West, East, and South.
You can get the Janna Effigy as a reward for defeating the Cruel Salvager as you complete all of the arenas during the Deadly Currency side quest. This is done at Baron's Rest in Bilgewater. The Empyrean Whisker is a reward for completing the Ionia Bound side quest in Bilgewater.
Ornn's Will for Braum
Braum's legendary weapon is called Ornn's Will and is crafted by using the Volcanic Heartblood Shield, Enormous Charged Crystal, and the True Ice Crystal materials.
Players can get the Volcanic Heartblood Shield inside a chest behind a statue hidden within a secret room in the Conjunction Chamber in the Shadow Vaults on the Shadow Isles. You need to destroy the marble door using Braum's Dungeon Ability.
The Enormous Charged Crystal is found by going to the Vault of Vesani and looking for the Poro hole up the steps to the left of the pylons you reactivated. Sending Poro through will start a combat encounter you need to complete to get the item.
The True Ice Crystal can be fished by first going to the Slaughter Docks in Bilgewater via the Slums Market and going inside the tavern. The man at the table on the far right will give you a tip about Braum's shipwreck. Go to The Charming Lady and sail to the area to fish for the item.
Queen's Council for Sarah Fortune
You can craft Sarah Fortune's Queen's Council legendary weapon after you find the Gunpowder, Volcanic Gun Barrels, and Custom Trigger materials, Dot Esports said.
Players can get Gunpowder by reading all of the pieces of lore in Thresh's forge when you craft legendary weapons.
You can get the Volcanic Gun Barrels by first teleporting to Twisted Paths on the Shadow Isles. You need to follow a specific path through the labyrinth to progress. This can be determined by the pedestals at the beginning that mark compass directions. You can head south at any point to restart if you are unsuccessful.
You then need to use your amulet to unlock the gate and figure out which statue is telling the truth. The first set of statements seems to be the same, which means that Anekkio is lying. Go through the doors down the hall in the order North, West, North to battle the Torture Orb to get the item.
Duskblade of Draktharr for Pyke
Pyke's legendary weapon is the Duskblade of Draktharr, which is crafted using the Serrated Dirk, Soul of the Deep, and Caulfield's Hammer materials.

You can get the Foxfire Token by first turning the three statues across the Shadow Isles to face specific directions. The left side statue of the Light Silos in the Vault of Vesani should face North West. The statue in the Shadow Vault Room should face North East. The statue in the Vault of Giants should face North.
You then get the Vault of the Blackbirds as a location to teleport to, and it will hold several chests, one of which contains the item you seek. The Midnight Fox Token is a drop from The Veil Jumper, which is encountered in The Veil Jumper bounty. You also need to complete the A Matter of Discretion side quest first to obtain the Ethereal Lens.
