Cyrus is vetting Gov. Francisco Vargas as a possible presidential candidate on the democratic ticket. The governor is largely unknown, but Cyrus and Tom Larsen (former Secret Service Agent, member of B613) have a plan to thrust him into the spotlight. Tom recruits an obscure man, Wayne Turner, to storm Vargas’ office with a gun, so that Vargas will look like a hero on the news. Tom recruits Turner by threatening to harm his son. However, the child is safe, in the care of Charlie and Quinn.
Tasked with shooting Gov. Vargas, Turner chokes. Then, Tom steps in, shooting Vargas in a way that makes it seem like Turner shot him. Despite being injured, Vargas overpowers Tuner. The footage is caught on surveillance and played on the news, and Gov. Vargas becomes a household name.
Meanwhile, Vice President Susan Ross announces that she is running for president after being persuaded by David Rosen. Elizabeth North urged David to use Susan’s crush on him to get her to run for president. Susan has no idea that David is sleeping with Elizabeth while pretending to be dating her.

Meanwhile, Olivia is still sleeping with Jake, but we will likely find out more information about his girlfriend, Vanessa Moss. Olivia finds out about Fitz’s reckless relationship with Lillian. Abby likely contacts Olivia for assistance with Fitz, who is not happy to be scolded by his former fling about his sexual relations in the White House.
