Colton Haynes has always been one of my favorite characters on Arrow. Hailing from the Glades neighborhood of Star City, his character’s life experience was distinct from the rest of the cast during Arrow’s early run. Leaving the show for personal reasons during Season 3, Colton Haynes never got to realize his character's full potential as Green Arrow’s #3 (Dig is obviously #2). However, his departure did give characters such as Thea (aka Speedy) time to shine. And, fans will never forget that if Roy Harper didn’t have Oliver’s back and leave town, the series would not be where it is today.
But the time has come to bring Arsenal back once and for all. And what better time than now? Even though Roy left Star City and Thea behind, she will always be his #1 priority. Since Thea is missing on Lian Yu and Oliver has literally nobody -- not a single soul -- to help him, we need Arsenal to come back and put on the red costume.
Funny enough, Stephen Amell thinks this too. At Heroes and Villains in Nashville, the actor said, “I miss Colton Haynes' handsome face every single day.”
A fan asked, “Is he going to come back?” and Amell gave an unexpected answer.
“If we end this show, whenever it happens to end, without seeing Roy Harper again, I think we will have made a tragic mistake,” Amell responded.

Arsenal would go to any length to save Thea because in his eyes, Oliver saved his life from spiraling out of control. Roy Harper wanted nothing more than to turn Star City into a better place and we need someone like that back on the show, especially since Oliver’s focus will shift to being a Mayor and a father.
