The Pokémon Company is distributing four Mythical Pokémon in October with the latest distribution being the Ghost and Psychic-type Hoopa.
After you get your 20th Anniversary Keldeo, your second chance Darkrai and the Pokémon movie Volcanion, Hoopa will be distributed over the Mystery Gift function with a special code.
The code for the Hoopa event distribution is:

To download Hoopa after you received the code, go to the Mystery Gift tab once you boot up your Pokémon ORAS or X and Y game. Select RECEIVE GIFT then GET WITH CODE, connect to the Internet and then input your code.
This Hoopa comes at Level 50 with a Smoke Ball and the attacks Hyperspace Hole, Nasty Plot, Psychic and Astonish. Like many of the Mythical Pokémon, Hoopa can learn plenty of HMs and TMs and you can refer to Serebii for all of the moves Hoopa can learn.
Hoopa also has an Unbound Form, one of the strongest Pokémon in the game. All you have to do is find the Prison Bottle in any PokeMart while you have Hoopa in your party and you can transform it into its Unbound Form.
According to the Pokemon website, players can download Hoopa starting Oct. 3 and ends Oct. 9 so be sure to get your Mythical Pokémon as soon as possible.
