Reverse Flash was revealed in Injustice 2 during the Captain Cold Twitch stream, not as a separate character, but a premium skin.
Premium skins in Injustice 2 act like paid skins for your characters but will actually change how a character is played. So in Injustice 2, players can pay for a Reverse Flash premium skin and change The Flash into the Reverse Flash.

The NetherRealm crew didn’t want to show off what Reverse Flash can actually do in Injustice 2 but wanted to show that a premium skin essentially adds a brand new character into the game. Two other confirmed premium skins in Injustice 2, which includes John Stewart Green Lantern and Power Girl.
Reverse Flash was revealed in the second Injustice 2 story trailer as he and The Flash ran through a busy street, which led to many speculating whether the villain will join the game. With about 38 confirmed roster spots (10 being DLC), these premium skins can give players more variety in their gameplay.
