Russia’s special ability gives Russia extra territory when founding cities. They also get extra faith and production from tundra tiles, making these unpalatable tile types a lot more useful.
Russia’s unique unit is the Cossack, which is stronger than the cavalry they replace and able to move after attacking.
Russia’s unique district is the Lavra, a Russian monastery in the Russian Orthodox Church “saved only for the highest level monasteries, signifying their importance in Russian Orthodox Church and state affairs.” When you use a Great Person at a city with a Lavra, you add a tile to the city’s Culture border.
Peter’s Leader ability is the Grand Embassy. Russia receives Science and Culture from trade routes to more advanced civs.
Russia’s expansive abilities mean you can constantly add new land to your empire and continually widen your sphere of influence. The Grand Embassy lets you rely on trade to make up for shortcomings in science and culture. I miss beautiful Catherine of Russia and her dope production and strategic resource bonuses, but will Peter the Great turn out to be just as handy and versatile?
